On Tuesday, 16th May, we were fortunate to be present at a meeting hosted by the South of Spain Real Estate Association (LPA), where María Francisca Caracuel, Delegate for Territorial Planning, Urbanisations, and Housing, provided us with valuable insights into the future General Municipal Development Plan of Marbella.
As professionals in the real estate industry, we recognise the significance of staying informed about the progress and initiatives that impact our city. We are committed to Marbella and strive to contribute to its growth and well-being.
The plan’s objective goes beyond offering legal and urbanistic assurances to the municipality; it strives to shape a city that advances, improves its services, and enhances the quality of life for its residents.
The plan is divided into two components: the General Municipal Development Plan (PGOM) and the Urban Development Plan (POU). The PGOM sets the comprehensive city planning framework, while the POU concentrates on the intricate planning of urban land and is currently in the drafting phase.
The plan has several strategic objectives grouped into six main blocks:
This objective seeks the integration of the city with its natural environment, not only through the proper implementation of new actions or developments in rural areas but also by promoting the creation of green and blue infrastructure. These infrastructures ensure biodiversity and connect urban green areas with the natural surroundings, allowing citizens to enjoy nature in an accessible and healthy manner. Moreover, these infrastructures are designed to have a positive impact on the climate, aiding in the mitigation of climate change.
This objective focuses on improving the form and urban structure of the city. The general municipal development plan promotes the sustainable use of land by encouraging the rational utilisation of this non-renewable natural resource. The objective is to promote a compact city model that prioritises urban development in the existing consolidated areas of Marbella. This approach helps prevent sprawl and maximises the use of available resources.
Diversity is a key aspect of urban vitality and complexity. This objective aims to promote a mix of uses and flexible typologies in the city. Particularly in areas affected by social and urban issues, as well as vacant urban spaces, the goal is to foster a diverse and complex city. This involves facilitating and promoting the mix of uses and activities, which contributes to the dynamism and enrichment of urban life.
An inclusive city is built with everyone in mind. This objective focuses on improving the conditions that guarantee social cohesion in Marbella. The aim is to promote access to decent housing at reasonable economic conditions, as well as access to suitable basic facilities close to the population in need. Furthermore, citizen participation in the development of the rules and regulations governing the city is sought to ensure inclusive decision-making.
Efficiency is fundamental to achieving sustainable development. This objective focuses on improving the management of material, water, and energy flows in the city. Functional and metabolic efficiency in these flows is sought, improving and rationalising existing infrastructure. Additionally, circular economy principles are promoted to reduce resource consumption and minimise waste. All of this contributes to climate change mitigation and responsible use of natural resources.
This objective bases on promoting connectivity in the city. The aim is to encourage the use of public transportation, both within the urban area and between urban areas, as a sustainable alternative to private transportation. Additionally, the creation of an associated network of intermodal and dissuasive parking facilities is proposed to facilitate citizen mobility and reduce traffic congestion in urban areas. Improved connectivity aims to enhance citizens’ accessibility to different parts of the city and promote social and economic interaction among Marbella’s various neighbourhoods and areas.

Javier is the founder and CEO of Pure Living Properties.
